Cleaning rod is removable and is then used to insert cleaning brushes or cloths down the barrel. Most military rifles including an integral cleaning kit in the gun itself.
If that picture is of a muzzle-loading weapon then it is a ramrod (and not a cleaning rod), which is used on muzzleloading firearms to force the ammunition and charge down the barrel.
Modern guns are breech loading so this procedure is unnecessary.
